Notes

• The requirements of the Animal Gatherings (England) Order 2006 and the AGO 2 will licence continue to apply except where the more stringent requirements are imposed under the conditions attached.

• A ""dedicated slaughter sale"" means an animal gathering for the purpose of a sale before onward consignment direct to slaughter in Great Britain;

• A ""dedicated slaughter collection"" means an animal gathering for the purpose of onward consignment direct to slaughter in Great Britain.

• An animal area is an area to which animals may be given access.
• The Order means the Foot-and-Mouth Disease (England) Order 2006

Schedule of Conditions

Condition relating to the premises

1. The boundary must be capable of preventing the escape of animal waste products.

Conditions relating to the operation of the premises

2. No gathering of non-susceptible animals and no gathering of people not connected with the licensed  activity may take place on the premises at any time it is operating as a licensed premises under the  Order.

3. Records kept under condition 3(b) of the AGO 2 licence issued under Article 5 of the Animal  Gatherings (England) Order 2006 must be immediately available.

4. Every animal shall be inspected by a LVI/OV for clinical signs of foot-and-mouth disease  immediately after unloading.

5. No animal may enter the premises before midnight on the day before a gathering and all stock must  leave the premises by midnight on the day of the gathering.

6. The licensee must ensure that the number of animals allowed onto the premises for any gathering  is controlled so that all of these conditions can be met.

7. Where the gathering is a dedicated slaughter collection, no person may enter the animal area other than:

(a)  those employed for the purpose of handling animals in the animal area.
(b) an inspector or a person accompanying an inspector.
(c) a livestock vehicle driver to unload or load animals.

8.  Where the gathering is a dedicated slaughter sale, no person may enter the animal area other than:

(a)  those employed for the purpose of handling animals in the animal area.
(b) an inspector or a person accompanying an inspector.
(c) a livestock vehicle driver to unload or load animals.
(d) a buyer permitted by the licensee.

9. Any person entering the animal area during a gathering (including livestock vehicle drivers) must:

(a) wear outer clothing that can be cleansed and disinfected and which is cleansed and disinfected immediately each time the person leaves the animal area, or

(b) wear protective clothing that is removed immediately each time the person leaves the animal area, has no contact with a susceptible animal and is laundered before it is used again, or

(c) wear disposable protective clothing which must be disposed of immediately each time the person leaves the animal area such it has no contact with a susceptible animal.

10.  Any person entering the animal area during a gathering (including livestock vehicle drivers) must also:

(a) wash his hands each time the person leaves the animal area; and

(b)  wear boots that can be cleansed and disinfected and are cleansed and disinfected each time the person leaves the animal area (and before entering any vehicle).

11. The facilities for cleansing and disinfection on the premises must themselves be cleansed and disinfected after the last livestock vehicle has left the premises following a gathering and before any other livestock vehicle enters the premises.

12. The licensee must ensure that all feedingstuffs to which animals had access, and all bedding, excreta, other material of animal origin and other contaminants derived from animals from the area for cleansing and disinfection of vehicles are —
(a) destroyed;

(b) treated so as to remove the risk of transmission of disease; or

(c) disposed of so that animals do not have access to them,
as soon as possible.

Notes

• Cleansing and disinfection must be with a disinfectant approved for use against FMD under the Diseases of Animals (Approved Disinfectants) (England) Order 2007 at the specified dilution rates. Information on approved disinfectants can be found on the Defra website – www.defra.gov.uk/animalh/diseases/control/testing_disinfectants.htm

• There are requirements in relation to manure, slurry etc in the animal area under the Animal Gatherings (England) Order 2006.  Under AGO requirements, the licensee must ensure that all feedingstuffs to which animals had access, and all bedding, excreta, other material of animal origin and other contaminants derived from animals in the animal area are—

(a) destroyed;

(b) treated so as to remove the risk of transmission of disease; or

(c) disposed of so that animals do not have access to them,

as soon as possible and before animals are allowed to enter the licensed premises again.

• Failure to observe the measures required in this licence is an offence under Section 73 of the Animal Health Act 1981. The penalty on conviction of an offence under this section is a maximum of six months imprisonment and/or a £5,000 fine.
