Opening of markets in the FMD Low Risk Area from 4 October 2007
As you know , we announced on 27 September that, provided there is no further change to
the disease situation, markets will be able to resume in the FMD Low Risk Area with effect
from 4 October. I am writing to update you on the conditions which we expect to apply
from that date, both in respect of requirements for market operators and some changes in
controls that will apply to movements . These are summarised in the attachment to this
letter.

Please note, in particular that markets are not allowed to resume in the Bluetongue
Protection or Control Zones for the time being. In addition , market arrangements apply to
FMD susceptible ruminant animals . They do not apply to pigs as these are only allowed to
move around through established “pyramid” systems.

These changes for markets reflect our integrated and risk based approach to easing
movement controls where the risk assessment indicates that this is appropriate. It remains
absolutely vital that all involved in these movements continue to play their part in ensuring all licence conditions are fully complied with and strict bio security measures are adhered to at all times.

Movement restrictions will be kept under review, depending on the disease situation.
